Reaching the end of his road, Makishima simply waits while Kogami ultimately shoots him, with Akane unable to do anything about it. Afterwards, the Sybil System tells Akane how it plans to go public at a time when the public will come to accept it, although Akane responds that a day will come when people will rise against them.
